Even though it gives us flexibility, it might not be needed in the future. Please consider whether x-legacy-doc-url needs to be an array and eventually refactor it (and its dependant decorator) to a single string.

We ended up with just one URL per operation, right? WDYT about simplifying it back to x-legacy-doc-url?
