Tandoor doesn't support Python 3.9 anymore

As the title states the version of Tandoor which this package currently contains does not support Python 3.9 (which is the default version in bullseye) anymore. It seems by sheer luck it mostly works ok, but for example image uploads don't work as that part uses syntax from 3.10. See this forum thread

I couldn't find out what the minimum required version is and opened an upstream ticket about that.

The recommended docker install uses Python 3.12 which is not even available in bookworm. If that turns out to be the required version that would pose a problem.

For the time being this package should be considered broken.
