Replace nodejs Repository generation with a python script

The repository generation should be replaced from node to a python based solution.

Requirements:

• Build repository from the included json files in this git repo
• Ability to merge external json files example
  http://download.xcsoar.org/waypoints/waypoints-by-country.json
  (maps will have a similar setup)
• Be able to test urls for availability (this can then be included in the github action prior to deployment, and for testing prs)
