Service Ring Decoupler rightclick menu in VAB states: Decoupler: Disable Staging Clicking this menu item doesn't remove the decoupler form the stating list.

I tried to add stageOffset = 1 to the DERP Service Ring cfg to allow the decouple action to be hidden from the staging list. But this didn't seem to work.
