Trying to describe MVP for soft release.

MVP: scatter plots w/ USGS style

• USGS theme not tied to session (preloads half-built gsplot object)
• user config

New features:

• config file method works (Config branch... #402, Put a config argument in gsplot #392)
• themes (Theme #385)
• all gsplot-only features captured in README (config file + themes)
• gsplot object metadata (add creation/config metadata to gsplot object #304)
• SPN date handling in config (Configurable date handling #134)
• temporarily change pars (helper function for temporarily changing pars #254)
• global non-pars treated appropriately (non-pars that are global should elevate to gsplot() #366)
• append axis (overlap/overwrite axis calls #408)

Bugs:

• data.frames can be passed in (override bug with data.frame #322)
• formulas can be used (plot formulas doesn't work anymore?  #314)
• dates work (Axis Date/POSIXct #272, When x values come in as POSIX, the xlim should have the same timezone #285)
• index for pts/lines (lost index for points and lines #245, set_view_order doesn't work as it should. pulls view args up into top level #224)
