Readme Suggestion: Who should be the owner on new repos? #9

When using the template to create a new repo, should the owner of the new repo be USGS-R for USGS users? If so, state how to request permission to make the repo in USGS-R.

Should be USGS-R (although, I am attempting one where I am the owner but don't yet know how it will go). Idea is that the initial repo created is owned by some entity other than the user so they can practice having their own fork of the main repo.
