We need to discuss and specify how we manage codelists, and the set of dimensionValues in the DSD. Current approaches are:

  • Use qb:codelist to refer to just the values used in the qb:Dataset (e.g. Scotland)
  • Treat qb:codelist as optional (e.g. Greek Ministry) if absent you need to look at all Observations.

A 3rd approach to manage the copies/sharing might be a way to go...
