Add page linking to various resources/asset packs

P2CE has a resources discussion section https://github.com/StrataSource/Portal-2-Community-Edition/discussions/categories/resources

There are other resources scattered around the internet too. We should create a general resources page that links to these locations and summarizes some of these items (i.e. table with link, description and license)
