What determines the Klipper minimum_cruise_ratio?

I'm using a Voron 2.4 and I noticed that the minimum_cruise_ratio is being changed during a print, and mostly it is being set to rather low values approaching 1. I normally use around 0.2 but I can't see how this is configured in Orca - what settings do I need to change to control the cruise ratio?

With some experimentation, it looks like this is essentially the inverse of accel_to_decel. I knew this was the old name for minimum_cruise_ratio but I didn't know how to convert. I have guessed that cruise ratio is (100-accel_to_decel) /100, i.e. to get minimum_cruise_ratio of 0.1, I have to set accel_to_decel to 90%. Am I correct?

It would be nice if Orca could be updated to use the new name and units.
