Describe the current behavior

When Shop Pay Installments is disabled in store payment settings, the Shop Pay Installments banner still appears on the product page:

The documentation states that the Shop Pay Installments banner will only appear if the merchant has it enabled:

But that is not the behavior I am seeing. Is this a bug?
