the rearrange function not works properly

the rearrange function not works properly whenever i rearrange a widget on other widget the other widget and the widget which i tried to rearrange go on same spot due to which the widget which was present earlier there gets hidden and when i try to put back it to its spot it simply deltes the widget behind it??
