We should add some field or resource thing that would indicate the mod is being used in develop mode, we would have to override the change in the publish action so the published version isnt in developer mode. When in developer mode we could disable telemetry so that development doesn't mess up the telemetry data and things like that.

Since we removed telemetry, do we still need this?
