Problem
Socially-focused activists are generally burned out without a center of gravity to drive impactful change. Likewise, budget allocation is typically controlled by few and managed without transparency.
Benefit
This plan will create a new approach to engaging with our existing members as well as new Individuals, Groups and Organizations. This will likewise define a process to decentralize budget allocation to the community in accordance with our Change Process
If approved, create a new Wiki article with details included in the plan
Create additional future changes to update existing materials in accordance with updated plan

Criteria
Proposals seeking consent for implementation of budget requests and/or change process should not contradict ProgCode core objective and should pass this four-pronged test when considered by operations:
Is this proposal non-partisan in nature? Yes
Is this proposal aligned with ProgCode's mission of removing the influence of big money in politics? Yes
Does this proposal seek to empower the grassroots by supporting the creation of open source tech? Yes
Is this proposal sponsored or funded by an outside organization? If yes, the source of the funding must be disclosed. No
