Is your feature request related to a problem? Please describe.
We currently test using Windows server 2019. Newest Windows server 2025 is expected to launch somewhere in November 2024. Preview releases are available for months (not as GitHub runners)

Describe the solution you'd like
While the actual depreciation of Windows server 2019 GitHub actions isn't announced yet, they won't have the 3 OS versions supported at the same time for a while.
We would need to ensure we are able to use windows server 2022 before losing access to windows server 2019.

Describe alternatives you've considered

Get surprised of changes without planning when they occur.
