[Request] Set image quality per booru

I want to set image quality to be Sample or Full Images or Thumbnails per booru.

This request is mainly for hydrus, since its local and I want everything to fully load, but not other boorus.

Also an option to not load (and not preload) animated gifs, or videos when image quality is set to sample
since they don't have sample versions, maybe there could be a button to 'load anyway' in the viewer (like the button on images with hated tags).

It would also be great if there was a button to toggle between sample and full images in the viewer toolbar (not just a 'load high quality' button that applies for one image).

In this case it would toggle between image quality for the current booru (and maybe ignore this button in multibooru scenarios, or apply to the current image's booru).
