So the perispomeni is interesting. In most modern fonts, it looks like the tilde accent from latin, but still in many fonts, it looks rather like an inverted breve accent. And yet, when people are talking in english about greek orthography, they often call the perispomeni by the name "circumflex." So basically, these precomposed accented characters could reasonably be bound to any of those three existing accent layers (instead of creating a new accent layer), or even all three of them if you'd like.
