add descriptions to files in /notebooks

Add descriptions to files in /notebooks folder so the purpose is clear to users
We could also just delete these if they are not intended for end-users

@jennamk14 need to add description to annotation_rescale.ipynb
@dirtmaxim can you please either delete or add detailed description of the purposes of these files?
