Automate rebuild of /ontology GOLR core

Currently, the /ontology GOLR core used for autocomplete within WebPhenote and table-editor is manually rebuilt periodically. This needs to be automated via Jenkins.

The plan is to rebuild the core on the same schedule as the other Monarch cores, which is currently once per week.

• does this load monarch.owl? As such it will only be a subset of ontologies the more general users of INCA need. But it may have some other ontologies that are not in OLS
