Move LMK notifications to email

It would be nice to have it as email instead. This would remove a lot of the js load on the frontend and move it as part of management in the backend. You would need:

• Add command to send emails of people that is interested or has marked LMK on items that are available
• Add LMK request model
• Add email to be sent with items.
• Change help text

I don't know about this one. Notifications are way more convenient. Once something is available you just have to click the notification to request, as opposed to open the email client, open the message and maybe click a link

I'll try to get feedback about this issue and others next sunday, as we will be performing some integration tests at HackUPC.
