The block generation period for adaptive blocks is longer than BLOCK_FORCE_UPDATE_INTERVAL_IN_SECS checked in is_mining_block_outdated, so the node always thinks the current mining block is outdated.

We should use a longer force check period when the current mining block is adaptive.
