Don't be forced to install winget

Your tweaks are GOATED, but why now is it a must to download and install a winget? People who live in third-world countries like me have slow internet, and it's taking more time to just load up your utility for the first time.Not everyone uses your app installer, so just give me the option to install Winget or not for the first time.

The time literally doubled or maybe tripled; before, it was just installing Chocolatey and the utils popping up; now, it's taking a long time to pop up, even if it's on a low-spec laptop. It will take even more time.
