New permission for write_report

Dusty will add a new permission type for users to edit reports (HTML/CSS only). As a starting point, all current collection managers will automatically receive this new permission and will be able to grant it to other operators.

Eventually, users will need write_sql to edit that section which will be a small limited number of users. All others will be able to file a new issue template requesting help.
