Accessibility: Page title is the same across all pages on tock

Steps to Reproduce:

Issue exists in navigation across tock:
https://tock.18f.gov/#

Expected:
Providing a descriptive, succinct page title is important for accessibility. The page title text usually appears at the very top of the browser window or in the web page's browser tab.

Actual:
The "title" attribute is "tock" across all pages within tock.

• Unsure why this is in the Prioritized Column. Ask to the PO: some justification about why this is high priority work for the increment
• Only risk I can see is that we need somebody who can probably pass information from Django controller/view into the templates

• Perhaps dig into whether this is the correct format for this -- if you're using a screenreader do we want to repeat Tock? This might be a question for accessibility guild.
